High threat exists. “If the very existence of the society is imminently threatened many women are involved in military operations, including as combatants,” Segal says. For example, many women fought in Liberia’s recent civil war. Segal says that even in historical eras when women were forbidden to fight, if the whole society was swept up in war—as in the American Civil War— some women disguised themselves as men in order to fight. Afterward, however, society often develops a “cultural amnesia” about women’s participation.
Low threat, but cultural values support gender equality. Examples here include Canada and Sweden, which allow women to volunteer for combat jobs. The United States is moving into this category, as the “battlefield” expands to include an armada of support personnel.
Later age at marriage and fewer children, combined with growing acceptance of nontraditional family forms. These conditions reflect social and demographic changes, not genetic, biological, or early socialization changes.
Technological change. As Segal notes, “the substitution of brainpower for brawn” makes it more possible for women to be combatants.55 Computer technology, the miniaturization of weapons, and the development of air power are all part of that movement. Also, military jobs have become much more specialized, requiring higher levels of technical skills than in the past.
